Wading Through Waste: India's Wastewater Reuse Conundrum

India generates over 72,000 million litres of domestic wastewater every day, yet treats and reuses only a fraction of it, even as water stress intensifies across peninsular and northern plains alike. Wastewater reuse—for irrigation, industrial cooling, groundwater recharge, and non-potable municipal use—offers a low-hanging solution to this stress, but structural, institutional, and behavioural barriers keep it underexploited.

Infrastructure and Treatment Gaps

  • Sewage treatment capacity remains grossly mismatched with generation, particularly in Tier-II and Tier-III towns which lack decentralised treatment systems.
  • Even where sewage treatment plants (STPs) exist, many operate below rated capacity or fail to meet discharge norms, producing partially treated water unfit for safe reuse.

Institutional Fragmentation

  • Water, being a state subject, sees reuse policy splintered across urban local bodies, State Pollution Control Boards (SPCBs), and irrigation departments, with no unified regulatory mandate compelling recycling.
  • The absence of enforceable reuse quotas—unlike Israel or Singapore's NEWater model—leaves reuse voluntary and inconsistent.

Economic and Social Barriers

  • Treated wastewater faces a social acceptability deficit, especially for agricultural or potable-adjacent use, rooted in health concerns and cultural notions of purity.
  • Simultaneously, the cost of dual piping and tertiary treatment often exceeds what municipalities or farmers are willing to bear in the absence of subsidies or blended-tariff models.

Policy and Monitoring Deficits

  • While the National Framework for Safe Reuse of Treated Waste Water and missions like AMRUT provide direction, implementation monitoring remains weak, with limited real-time data on treated water quality and end-use tracking.
What Needs to be Done
Treating wastewater as a resource rather than a liability is central to India's water security architecture. Towards this end, India needs to ensure mandatory reuse targets tied to urban planning approvals, decentralised treatment near source, viability-gap funding for recycled water infrastructure, and sustained public communication to build trust.
