India’s Digital Ambitions Need a Resource-Sensitive Growth Model

  • Digital infrastructure requires large and reliable supplies of electricity, while grid congestion and transmission constraints can limit access to clean power.
  • Data centres, semiconductor facilities and other digital infrastructure can impose significant water and cooling requirements, especially in already water-stressed regions.
  • Electronics manufacturing and device consumption also increase demand for critical minerals and generate growing volumes of e-waste.
  • Unless powered efficiently and increasingly by renewables, digital expansion can add to the carbon footprint of economic growth.

Data Centres as a Critical Test Case

India’s expanding data-centre infrastructure illustrates this challenge clearly. These facilities require uninterrupted power, substantial cooling and careful location planning, while waste heat can intensify local thermal stress. Current policy incentives often prioritise investment, but sustainability standards remain uneven.

India needs to integrate resource efficiency into digital policy through renewable energy sourcing, water-use benchmarks, treated wastewater, efficient cooling, circular electronics, stronger grid planning and location-sensitive environmental assessment.
